Final Report
To bolster international knowledge exchange and gain an understanding of effective approaches to ARE, the Ministry of BZK drafted the following study mandate:
‘How is ARE tackled internationally? Which approaches are effective and which are not? Why are they effective and why not?’
The study looked at the approach to ARE in the Netherlands, France, the United Kingdom, Belgium, Germany, Switzerland, Sweden, Denmark and the United States. The descriptions of the approaches were based on a study of public sources, interviews with key individuals in the police organisations of the countries in question, requests for information from the policy departments responsible and an expert meeting organised with experts from the business community, institutes and government (policy and implementation) in the Netherlands.
The study is an administrative comparative study of the key elements and main features of the national approaches to ARE. While the national approaches are outlined, an assessment of the effectiveness of a country’s approach is not and cannot be given. In addition, the differences and similarities of the national approaches are set out. These differences and similarities and the interviews with the key individuals were then used as a basis for identifying promising practices.
